Bid Rigging, price fixing and illegal agreements between competitors in the public procurement procedures are a great threat for public institutions. The result of Bid Rigging are overpriced government contracts which are inacceptable, especially in times of austerity and decreasing public budgets.
Preventive measures have to be taken in order to avoid and deter instances of bidders collusion and bid rigging in public procurements. A pro-active approach in this field generates savings, improves budgets and the reputation of public authorities.
The European Academy for Taxes, Economics & Law invites all professionals responsible for procurements, antitrust and competition in public institutions and organisations to this practical seminar, that will give them an opportunity to advance their skills on identifying risk areas and warning signals in the field of bid rigging and collusion.
Leading experts from:
European Bank for Reconstruction and Development (ERBD), Procurement
Organisation for Economic Co-operation and Development (OECD), Procurement
Swedish Competition Authority, Department for Enforcement of Public Procurement Laws
Irish Competition Authority, Cartels Division
Polish Ministry of Economy, Economic Regulation Improvement Department
West Sussex County Council, Procurement & Contract Services Division
will teach the participants:
What are the most common collusive bid rigging schemes and how to prevent them
How to use the right investigation methods
How to spot bid rigging in the pre-contract stage
How to determine whether a form of subcontracting fulfils the criteria of bid rigging
What are the most common bid suppression schemes
How to create profound indicators that will help to identify collusive behaviour
How to counteract bid rotation schemes
What are the best practices and prevention techniques to avoid big rigging
What are the most dangerous risks of the technical specification outsourcing
