Marine Representative - Foundation Installation

Marine Representative - Foundation Installation required for a leading Offshore Wind Farm Developer, based in Germany.

Role & Responsibilities

• The Marine representative shall ensure an open and positive dialogue with applicable persons at the (sub)contractor.
• Will cooperate with other marine representatives, and make sure that they work according to the agreements.
• Shall monitor effectiveness of the implementation of corrective actions by the (sub) contractor.
• Shall contribute to the daily/weekly/monthly reporting concerning installation / technical / marine issues and dossiers.
• Witnessing and recording of any tests and calibrations that may have to be carried out at the site, inspection of data and results.
• Examination of the methods proposed by the contractor for the execution of the work, the object being to promote its safe and satisfactory execution.
• Promotion of safe working practices and maintenance of same.
• Discussing future parts of the work with the contractor's representative o/b to ensure that the phasing of the work is properly arranged to suit the programme and avoid delays.
• To provide on completion of each work package a report assessing operations by the contractor and an overview of progress.
• Maintain a photographic log for each load out cycle and installation location.
• Record as found, as built reports installation location, specifying any defects observed.
• Maintain a record of any lessons learned and submit to onshore management.
• Attend weekly safety audits / walks onboard the contractor's installation vessel.
• Review and comment Client contractors daily progress reports.
• The Marine Representative shall report regularly about findings to the Marine Installation Expert and support onshore project management and engineers in the evaluation of installation / technical / marine issues.
• Support the Engineer in the evaluation of possible identified non-conformances. Monitor the effectiveness of the implementation of corrective actions on board the installation vessel.
• Identify any quality non-conformances in the early stage and proactively mitigate the effect of these in the best interests of the Project.

Pre-Marine works inspections:

• Before any marine activity.
• Review of applicable method statements.
• Review and/or execution of vessel inspection and approval.
• Review and attendance at Risk assessments.
• Attendance DP-trials and FMEA review if applicable.
• Inspections after incidents and accidents.
• HSSE Masterplan regarding the nautical activities' implementation.
• Implementation of the Project environmental plan and especially concerning the protection of the aquatic environment.
• Permit requirements regarding the vessel on site implementation.

Reporting:

• The Marine Representative shall maintain an accurate timeline of the works carried out during each 24-hour period and ensure report forwarded to specified email distribution list before 06:00hrs each morning. Report weekly to the Marine Installation Expert.
• The reporting shall give an overview of all the activities in this period and the results achieved. The description of eventual findings not in line with specifications, best practice or good workmanship shall include references to applicable documents and parts produced to ensure traceability and sufficient documentation of the finding.

Health and Safety:

• If any unsafe working conditions are discovered these shall be reported to the Contractor HSE representative and to the Installation Manager and HSE expert.

Requirements

• Seafarer unrestricted, medical examination for safety function according to German law (Nogepa or similar).
• GWO Sea Survival, GWO Working at Heights, GWO First Aid, GWO Fire Awareness.
• Extensive experience in offshore monopile foundation and/or secondary steel installation techniques.
• Extensive experience and knowledge of offshore monopile and secondary steel survey processes.
• Experience and knowledge of noise mitigation techniques.
• Experience and knowledge of offshore assembly techniques.
• Experience and knowledge of calibration requirements of installation and survey equipment and understanding and interpretation of calibration data.
• Review and understand installation method statements, risk assessments.
• Experience with visual inspection of monopile structures.
• Experience with quality inspections and reporting.
• HSSE qualifications (NEBOSH General Certificate / VCA) - but not essential - internal HSSE training will be provided.
• Fluent in English.
